<font color="#000000"><b><font color="#660000">Official KSRC chairman Farid Asasard: UN may resolve Iraqi govt. stalemate<br />
</font><br />
Erbil,  The United Nations Security Council (UNSC) may state Iraq does not  deserve independency if government formation takes longer, says chairman  of the Kurdistan Strategic Research Center (KSRC).<br />
<br />
Observers see  no government anytime soon in Iraq even five months have passed over  the Election Day (March 7) now and parliament’s first session on June 14  did not come up with a success.<br />
<br />
Nominating Adil Abdul Mahdi to  take the PM post is a progressive move, not effective though as his bloc  came third in the elections, said the KSRC chairman Farid Asasard.<br />
<br />
The  PM post is to be finalized for either the Iraqi National Alliance  headed by Ayad Allawi or the State of Law headed by the incumbent PM  Nourl Maliki, he added.<br />
<br />
“I do not believe that one could convince  the other to give up the post. Therefore, the president should assign a  member of these two blocs to form government,” Asasard noted.<br />
<br />
The  situation in Iraq now is an unprecedented one as nowhere in the world  political actors could not form government after they are content to  results of a democratic election, he said.<br />
<br />
<font color="#660000">He  thought that if the political blocs could not form a government soon  then the issue would be resolved in the UNSC which might say Iraq does  not deserve independency.<br />

Allawi won 91 seats and Maliki  came second with 89 in March 7 legislative elections. Both come short to  reach 163 seats to make a government and have been unable to form a  coalition to do so. This has so far left Iraq with no government.<br />

   <font size="5"><font color="Blue"><u><i><b>Baghdad, Sept. 7 (AKnews) – A lawmaker from the Shia-dominated  Iraqi National Alliance (INA) said on Tuesday that her bloc and the  outgoing Prime Minister Nouri al-Maliki’s State of Law Coalition (SLC)  will hold a meeting to choose a candidate for the prime minister’s post.<br />
 <br />
“The INA and SLC will hold a meeting today to discuss the possibility of  settling the differences over a candidate for the prime minister’s  post,” said Bushra al-Zuwaini.<br />
 <br />
She said it is unlikely that the two blocs will be able to nominate a candidate in their today meeting.  </b></i></u></font></font><font size="5"><font color="Blue"><u><i><b>On Friday, the INA elected the current Vice President Adel  Abdul-Mahdi as its nominee for the prime minister’s position.  Abdul-Mahdi is expected to run against Maliki in an internal election  between the INA and SLC. </b></i></u></font></font><br />
 <font size="5"><font color="Blue"><u><i><b>Both INA and SLC are Shia-dominated groups and formed a super bloc in  May known as the National Coalition (NC) to gain the parliamentary  majority to hold the office of prime minister.</b></i></u></font></font><br />
 <font size="5"><font color="Blue"><u><i><b>“The meeting will also discuss the authorities and commitments of the  prime minister and his relationship with the NC … We are seeking to  prevent the repetition of the mistakes experienced during the past four  years.”<br />
 <br />
The SLC and INA have 159 seats together but stand four seats short of the 163-member majority needed to form the government.</b></i></u></font></font><br />
 <font size="5"><font color="Blue"><u><i><b>Al-Iraqiya, led by former PM Ayad Allawi came first in the March  elections by securing 91 seats. The State of Law Coalition (SLC) led by  Maliki ended up second with 89 seats. The INA came third with 70 seats<br />
 <br />
In late March, Iraq’s Federal Supreme Court ruled that the bloc that has  the highest number of seats when parliament convenes will be entitled  to form a government and not the party that won the highest number of  seats in the election.<br />
 <br />
The court’s decision meant al-Iraqiya was not automatically allowed to  form the next government. This decision paved the way for larger  coalitions and political maneuvering by the different blocs.<br />

The spokesman of the U.S. embassy in Baghdad , David Ranz , said the  foundation ‘s goal is to form a government that reflects the results of  elections, the seventh of March , but he denied that the White House  supported the ” clear vision “in the formation of alliances.</font></font></b></u><br />
 <u><b><font size="5"><font color="Blue">The Ranz , who met Monday -term , the aim of the United States not to  take decisions regarding the formation of the Government on behalf of  the Iraqis.<br />
“When we say we want an inclusive government means that we want to see  the four main blocs winning it. ” Ranz emphasizes that Washington does  not support or promote one candidate over others.</font></font></b></u><br />
 <u><b><font size="5"><font color="Blue">Ranz also said that his country has worked with the names of the  three candidates for the post of Iraqi prime minister, and has a  willingness to work with any one of them if the option is selected.<br />
The U.S. Embassy in Iraq renewed its earlier confirmation of non-interference in negotiations to form the government.<br />
Ranz said that his Government had not put forward any proposals on the  effort to form the government, and that Washington is committed to the  position of neutrality , but they want a government that reflects the  benefits of Iraqi elections.</font></font></b></u><br />
 <u><b><font size="5"><font color="Blue">He pointed out that the new U.S. ambassador James Jeffrey sought  since his arrival in Iraq to provide advice to the political forces ,  stressing that the resolution will remain Iraqis.<br />
“We believe that the Iraqi government must form soon. ” Ranz says a note  to the speech of President Barack Obama on Aug. 31 , which encouraged  the Iraqis to speed up the formation of the Iraqi government and beyond  political differences.</font></font></b></u><br />
 <u><b><font size="5"><font color="Blue">“We have many plans on what to do with the Iraqi government , we have  a strategic framework agreement , which will build the basis for the  relations between the United States and Iraq , at the levels of  security, economy and trade, culture, education, technology and  agriculture. ” Ranz and finds that these projects are dependent on the  emergence of a new Iraqi government . He adds: “We have many projects ,  but we need a partner to work with him. ”</font></font></b></u><br />

U.S. diplomat , speaking  on the task of U.S. forces in Iraq to provide support and engage in  training programs and support , but stated that his country was ready to  do more than that: “We are ready to intervene with the Iraqi forces in  relation to terrorist threats . ”</font></font></b></u><br />

At the level of arming the Iraqi army , the embassy spokesman believed  that any steps in this regard need time , but Ranz confirms that his  country will work through it to provide the required support. However SAMA stressed the need for <font color="Red"><font color="#660000">some  branches of banks to be open at locations of high population density  and in airports and border entry points at least for some time every day  through the Eid holidays,</font></font> Al-Madinah newspaper reported on Sunday.<br />

The <font color="#660000">bank holiday means ATM machines will Not be replenished until after the break.</font> Banks tend to be very crowded in the week following the break. Banks will also be closed on <font color="#660000">Sept. 23</font> for Saudi National Day.<br />

</font>Abdulmahdi told Aswat al-Iraq news agency correspondent during a press conference that he will work with other political blocs to form a government of national unity.<br />
He thanked the members of the National Alliance for their trust, including those who opposed or rejected his nomination.<br />
<font color="red">He underlined that he will be in the parliament’s building every day until forming the new government and ending the current crisis.<br />
</font>Iraq has been in a political vacuum since the March 7 election which Allawi’s Iraqiya won by two seats over State of Law, although neither party won the majority needed to govern.<br />
Allawi and Maliki’s blocs have held tentative negotiations, but at the same time have also both been reaching out to other potential partners.</font><br />
